On 1 March this year, the Northern Region District Health Boards — Northland, Waitemata, Auckland and Counties Manukau — combined their finance, procurement, supply chain, internal audit and Information Services into a single regional shared service called healthAlliance. Previously the healthAlliance brand was used only for the shared service that has supported Waitemata and Counties Manukau DHBs since 2001.
Though the existing healthAlliance name is being utilised, the organisation is new. It is headed up by a new CEO, Barry Vryenhoek, who reports to a new board and is supported by a new management structure.
HealthAlliance now provides services to more than 26,000 users across the four Northern Region DHBs. Over the course of the year, the new shared services organisation will embark on a programme of work to integrate and rationalise the service teams that have been brought together.
Johan Vendrig, former CIO of the Auckland District Health Board, is the head of ICT for the new organisation, with the title of general manager information services. He says his biggest challenge in the short-term is “is integrating the three teams into an effective single IS delivery unit across the four district health boards”.
The financial year beginning 1 July 2011 will have a strong focus on regional standardisation and collaboration, in line with the direction set out in the Northern Regional Health Plan and the National health IT Plan. IT services delivered by healthAlliance will drive greater standards of care across the region’s DHBs.
The health IT sector is moving towards a customer-facing service delivery model, requiring information to be shared and organised around the patient across a wide range of health providers.
Key ICT priorities in 2011 for the DHBs it supports include the expansion of TestSafe, the regional clinical data repository that enables sharing of clinical information regionally; alignment of regional patient administration systems; implementation of a standardised shared Concerto regional clinical workstation; deployment of a regional population health data repository; and core infrastructure developments to enable increased infrastructure resilience.
Other important priorities for the year include implementation and adoption of the National Shared Care Plan for long-term conditions; completion of the regional electronic referrals programme Phase II; selection of regional solution for enterprise content management and Office 2010 readiness.
